JOB TITLE: DEPUTY COUNSEL FOR LEGAL SERVICES
REPORTS TO: CHIEF LEGAL OFFICER

POSITIONS SUPERVISED: ASSOCIATE COUNSEL, LEGAL ASSISTANTS
JOB SUMMARY
Under the leadership of the Chief Legal Officer, the Deputy Counsel for Legal Services will be responsible for a) handling and supervising matters related to employment grievances and appeals including the preparation and presentation of cases before Hearing Officers, arbitration panels, administrative tribunals and State and Federal Courts; b) drafting, negotiating and reviewing complex legal documents; and c) preparing legal opinions. Responsibilities also include close coordination and consultation with internal City Schools departments, providing counsel to administrative staff, litigation of various legal matters and providing training
on School Law issues. Will be required to defend City Schools in complex litigation brought by or against it in the State, Federal and Appellate Courts. May prepare and file briefs for the United States District Court for the District of Maryland, United States Court of Appeals for the 4th Circuit and the Maryland Court of Appeals.
EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES
. Possession of a Law Degree from an accredited law school
. Ten (10) years of legal experience including three (3) years of supervisory experience in a law firm or legal practice
. Member of the Maryland State Bar and the bar for the U.S. District Court for the District of Maryland
. Knowledge of the Federal, State and City statutes and regulations
. Knowledge of education and municipal law
. Ability to organize, interpret and apply legal principles
. Ability to handle multiple complex projects with aggressive deadlines
. Ability to effectively communicate orally and in writing
. Ability to establish and maintain effective working relations with others
. Extensive civil trial experience in Circuit and Federal Courts. Appellate experience strongly preferred
. Familiarity with Individuals with Disabilities Act (IDEA), Section 504, ADA, ADEA, Title VII, Title IX,
FERPA, HIPPA, FMLA and FLSA.
PERFORMANCE RESPONSIBILITIES: ESSENTIAL FUNCTIONS
. Assists in planning, organizing, directing and delivery of legal services
. Directs the preparation and presentation of complex litigation in Administrative, State and Federal Court(s)
. Advises administration on procedures and policies
. Drafts or directs the preparation of legal opinions, memoranda of law, releases, contracts, leases, agreements and other legal documents
. Confers with representatives of City Schools, including department heads with regard to the legal aspects of their operations
. Represents the interests of City Schools before legislative and other public bodies and attends meetings of such organizations, as directed
. Prepare and file briefs before the United States Supreme Court, United States District Court for the District of Maryland, the U.S. Court of Appeals for the 4th Circuit and the Maryland Court of Appeals
. Oversees and evaluates the work of legal assistants and supporting staff
. Completes special projects, as assigned
. Perform and promote all activities in compliance with equal employment and nondiscrimination policies; follow federal laws, state laws, school board policies and the professional standards

JOB TITLE: ASSOCIATE COUNSEL - TRANSACTIONS
REPORTS TO: CHIEF LEGAL OFFICER
SUPERVISOR'S SUPERIOR: CHIEF EXECUTIVE OFFICER – CITY SCHOOLS
POSITIONS SUPERVISED: NONE
SALARY RANGE: $65,527 - $110,929
JOB SUMMARY
The Associate Counsel will draft, negotiate and review complex transactional matters of all types, prepare legal opinions, represent the City Schools at procurement hearings and other administrative proceedings, process Public Information Requests, and other assigned duties. The Associate Counsel has responsibility for preparing and trying complex court cases for the City Schools in both State and Federal Courts. The Associate Counsel also works in close coordination and consultation with internal city School departments and officers including external Counsel, as appropriate, regarding transactional matters.
EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES
. Possession of a Law Degree from an accredited law school
. Five (5) years of legal experience in contract negotiation including significant direct experience in real estate, construction and business law
. Member of the Bar of the State of Maryland
. Knowledge of Federal, State and City laws, statutes and regulations
. Knowledge of general school law and municipal law
. Knowledge of court procedures
. Ability to handle multiple complex cases and internal matters
. Ability to organize, interpret and apply legal principles
. Ability to effectively communicate orally and in writing
. Ability to establish and maintain effective working relationships with others
. Trial experience at the State and Federal level; appellate experience preferred
PERFORMANCE RESPONSIBILITIES: ESSENTIAL FUNCTIONS
. Assists with the administrative responsibilities of the transactional division
. Oversees and evaluates the work of legal assistants and support staff
. Prepares and defends the City Schools in complex suits that are brought in the State and Federal Court
. Represents the City Schools at court hearings and arbitration proceedings. Performs legal research and
renders legal opinions on complex issues including bond offerings, contracts, financial documents and
other transactional matters
. Prepares and files briefs before the United States Supreme Court, United States District Court of Appeals and Maryland Court of Appeals
. Drafts agreements, releases, contracts, and other legal documents
. Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards
. Knowledge of general education law, municipal law, financing issues and litigation experience
